45 Declaration of Pecuniary and Non-Pecuniary Interests

PECUNIARY – NONE

46 Police Report – There was concern regarding the accuracy of the monthly crime statistics, since at least two incidents were known to have been left unrecorded. It was disappointing that there was once again no representation from the Police at the meeting. The vandalism to the street signs had been reported to E.R.Y.C.

47 Update from Tranby Ward Councillor – Cllr. M. Sutton’s Ward Report for June/July 2026, circulated to members prior to the meeting, was discussed by Cllr. R. Harrison. The ongoing issue of fly-tipping at the recycling bins at Morrisons was discussed. Cllr. Sutton and the Clerk had each contacted Morrisons Manager following continued reports of fly-tipping and associated vermin. The Manager had informed the Clerk that he was working with the Council to have the recycling area removed and was also considering the installation of barriers on the service road to prevent vehicles from accessing the area. Concern was raised regarding the accuracy of the traffic data submitted in support of the Kendal Way outline planning application for the erection of 63 dwellings and associated infrastructure.

48 Minutes Parish Council Meeting (11th June 2026) – The minutes of the Parish Council Meeting held on Thursday 11th June 2026 were approved as a true and accurate record and were duly signed by the Chairman.

49 Matters Arising from Minutes
Minute 33 (16) – The work to install a feeder pillar for festive lighting at Haltemprice Roundabout had been delayed by E.R.Y.C. due to staff shortages.
Minute 33 (16) – Further reports of damage to trees had been received. Cllr. A. McLeod had been installing physical tree guards around the parish, similar to those already fitted to some trees in the area. E.R.Y.C. Operatives have again been reminded of the importance of taking appropriate care when mowing around young trees. Cllr. Readshaw reported that a tree on Lawrance Avenue had been snapped and that other trees there had died.
Minute 37a – Members discussed the recent Town and Parish Council Planning Liaison Meeting. The proposed medium development category of 10–49 properties was noted, with the potential for this to assist smaller builders and developers. It was also noted that smaller pockets of land within the parish may fall within this category. The expanded presumption in favour of sustainable development was also noted, although concern was expressed regarding the lack of clarity around what would constitute sustainable development.
Minute 39b – It was noted that the new halo lights ordered for the Springfield Way crossing would no longer be required at that location following the planned installation of traffic lights. It was hoped that the lights could be utilised elsewhere within the parish, alternative sites would be considered.
Minute 42 – Cllr. Anne Handley, Leader of the Council, declined the invitation to attend a Parish Council Meeting, advising that parish matters should be raised with the East Riding Ward Councillors. Parish Councillors expressed disappointment with the response, particularly as the Mayor, Luke Campbell, and the Deputy Police and Crime Commissioner had attended meetings. Members had hoped for a more positive response.

d) Special Expenses 2026-27 – Members received a copy of the Freedom of Information response from E.R.Y.C., submitted by Cllr. S. Johnson. Members discussed the possibility of the Parish Council taking on these works. The Clerk was asked to invite an E.R.Y.C. Officer to attend a future Parish Council meeting to discuss the matter further. Cllr. M-R. Hardy asked that it be recorded that she was strongly opposed to the Parish Council taking on these works and urged Members to give the matter careful consideration.

51 Recommendations by the Parish Council to the East Riding of Yorkshire Council on Planning Applications July 2026
 26/01540/PLF (FULL PLANNING PERMISSION) – Erection of single storey extension to rear – 76 Bernadette Avenue, Anlaby Common – No observations.
 26/01478/PLF (FULL PLANNING PERMISSION) – Erection of two storey and single storey extension to side with associated alterations, pergolas to side and rear following demolition of existing conservatory, and installation of 2.1m high automatic gates – The Elms 258 Beverley Road, Anlaby – The Parish Council objects to the proposed gates as they exceed the 1.2m height set out in Guidance Note C48 of the Design Guide. In the Parish Council’s view, the existing hedge and the applicant’s security concerns do not provide sufficient justification for departing from this guidance. The Council therefore requests that the gates are reduced in height to comply. The Parish Council would also like to see the conifer tree at the front of the property retained. In addition, the Parish Council would like the replacement windows to mirror the existing windows in order to preserve the character and appearance of the property.
 26/01728/PLF (FULL PLANNING PERMISSION) – Erection of single storey extension to rear – 44 First Lane, Anlaby – No observations.
 26/01442/PLF (FULL PLANNING PERMISSION) – Erection of single storey extension to the front of the existing commercial building and single storey extensions and canopies to both sides to connect the existing workshop and office building with associated external works including metal cladding and internal alterations, following part demolition of the existing workshop, stores and storage areas to the front and side of the existing commercial building; construction of a canopy to the east elevation, erection of a raised parapet roof to north elevation, installation of timber cladding, cladding panels, new windows and doors to all elevations of the existing office building – Peter Fraser Accident Repair Centre, Fraser Way, Anlaby – We have no objection to this planning application in principle. However, we would request that consideration is given to providing adequate on-site parking for both staff and visitors. Parking within the village is already limited, and there is concern that the development could place additional pressure on the existing parking provision if sufficient spaces are not available on site. We therefore ask that appropriate on-site parking is included as part of the development to help minimise any impact on local residents and the surrounding area. It was agreed that a letter be sent to Fraser Accident Repairs Limited expressing concern regarding the current parking problems in the area and advising that the Parish Council is actively seeking additional customer parking to the rear of the shops on Hull Road, Anlaby.
 Planning Decisions July 2026

52 Environmental and Street Furniture
a) Anlaby Common – Clerk to invite Planning Officer Karen Abba to a meeting to discuss the future of Anlaby Common.
Notification of Surveys – Living with Water Partnership – Members were advised that Living with Water will be undertaking two days of ecology and feasibility surveys at Anlaby Common. The surveys are early-stage exploratory work to assess the potential for future flood resilience improvements and are separate from the landowner’s current works. Clerk to accept the offer of a representative attending a future Parish Council meeting.
b) Anlaby Woods (Lowfield Road) – Nothing to report.
c) Anlaby Cemetery – Members were advised that an area of the cemetery is being developed as part of an ongoing biodiversity project. The work is being carried out in-house by cemetery staff, using existing materials and resources, with no additional costs. Consideration is also being given to using part of the area as a future scattering area. Once established, the area will provide a landscaped, peaceful space incorporating wildlife and planting.
d) Group Litter Pick/Tidy up – Cllr. A. McLeod had previously volunteered to contact Community Payback regarding the cleaning of street and road signs. It was agreed to establish a WhatsApp Group for Councillors to report sites requiring attention, enabling a list of works to be compiled. The cleaning of lampposts could also be included for consideration.
e) Purchase of Bulbs – It was agreed to purchase 500 snowdrop bulbs for planting in public areas throughout the parish.
f) Request for bench at the south end of Croft View, Anlaby – A request had been received from an elderly resident for a bench at this location. Members considered that the provision of a bench would provide a valuable resting point, particularly for elderly residents and those with limited mobility, and would help break up the journey between the wider area and Anlaby Cemetery. It was felt that the bench would benefit many residents and encourage greater accessibility within the parish. The proposed site will be submitted to E.R.Y.C. for approval.
g) Request for installation of CCTV at recycling bins Morrisons Anlaby – Members considered a request from the Morrisons Manager asking whether the Parish Council, in conjunction with the current serving council, could install CCTV cameras and prosecute offenders to help address ongoing issues. It was advised that installing cameras and prosecuting offenders is not something the Parish Council would undertake. It was suggested that consideration be given to repositioning the existing camera located on the garage forecourt to cover the recycling area, which may help deter and identify offenders.
h) Request for dog poo bag dispenser and litter bin Ringrose Lane/Beech Lawn, Anlaby – A request had been received via the Ward Councillor for the provision of a litter bin and, if possible, a dog waste bag dispenser, due to the ongoing issue of dog fouling. Cllr. S. Johnson agreed to inspect the area and identify a suitable location, which would then be submitted to the Clerk for E.R.Y.C. approval.

53 Administration and Communication
a) Review of Polling Districts, Polling Places and Polling Stations – Correspondence regarding the review was received and circulated to Members for information and comment.
b) Parish Council Website/Social Media and Communication – Cllr. M. Slingsby provided members with an update on the transition to the new website and email provider.
c) Request for Facebook Access – Cllr. N. Readshaw requested access to the Parish Council Facebook page. Members felt that allowing multiple administrators could make the page more difficult to manage and control. It was therefore agreed that, for the time being, Cllr. M. Slingsby would remain the sole administrator.

54 Current Projects/Events/Highways
a) Christmas Celebration 2026 – It was agreed that the charity proceeds from this year’s Christmas event would be split equally between The Daisy Appeal (Castle Hill) and Prostate Cancer UK.
b) Speed Indicator Devices – Tranby Lane and Hull Road, Anlaby – Cllr. M. Slingsby provided the latest data from the Speed Indicator Devices on Tranby Lane and Hull Road. Further data for Hull Road will be available shortly. The information has been shared with the local Policing Team. Once additional locations for the Speed Indicator Devices have been agreed, Lighting & Signs will be contacted to arrange installation. Initial locations being considered are Springfield Way and Lowfield Road.
c) Community Speedwatch Group – Five locations have been approved for Community Speedwatch: Tranby Lane, Woodland Drive, Hull Road, Springfield Way and Norland Avenue. Six volunteers have currently come forward; however, additional volunteers are required. Volunteers will need to complete a short online training course, followed by on-site training in the use of the equipment.
d) Friends of Anlaby House Grounds – Nothing to report.
e) Update from Car Parking Working Group – Cllr. S. Johnson advised that discussions were ongoing with the Hull Road shop owners regarding the poor condition of the footpath surface in front of the shops.
f) Proposed Dropped Crossing locations Windsor Avenue and Woodland Drive – Following site inspections, Members were advised that the proposed dropped crossings had been approved for installation. The works are scheduled to be completed by 31st March 2027.
g) Request for double yellow lines Lawrance Avenue off Lowfield Road, Anlaby – Cllr. N. Readshaw requested clarification from Highways as to why double yellow lines have been installed on the new estate road at Anlaf Gardens but not at the entrance to Lawrence Avenue from Lowfield Road, and the reasoning behind this difference given the similar visibility and parking concerns. Clarification was also requested as to whether the location is due to be considered as part of a future review of parking restrictions.
h) Traffic congestion junction of Saffrondale onto Wolfreton Road – At a recent E.R.Y.C. event, Cllr. P. Smith raised concerns regarding traffic congestion at the junction of Saffrondale and Wolfreton Road, particularly relating to vehicles exiting Saffrondale and turning right onto Wolfreton Road.
i) Possible introduction of an Anlaby Day/Anlaby Feast – Cllr. N. Readshaw had received requests from residents for a summer event for the parish. The idea was discussed, and Cllr. Readshaw agreed to approach Priory Park F.C., on behalf of the Parish Council, to explore the possibility of holding a joint event in 2027.

55 General Correspondence
a) Update on letter to neighbouring parishes re: Solving Youth Anti-Social Behaviour in our Neighbourhood – Following the letter sent to neighbouring Parish Councils seeking support and contributions towards the estimated £30,000 cost of a youth outreach and engagement worker, the Clerk was asked to collate responses as received.
